Abstract

In this book the author explores "how the conjunction of the end of the Cold War with the turn of the century and the crossing over into a new millennium served as a catalyst for the quest for closure among practitioners of public policy, international relations theorists, political analysts, and historians, an effort to begin the new century with a tabula rasa effaced of previous misdeeds.

Something as arbitrary as a date on a calendar cannot serve the purpose of achieving redemption for errors of the past, making predictions for the future, or imposing an end to the ideologies that have so bloodily marked the events and lives of this century. However, such efforts, when made with all honesty, are a noble attempt at paving the way for the creation of a better future in the realm of international relations."
